THE UNITED NATIONS WORLD UNIVERSITY OF SECURITY
AND SOCIAL DEVELOPMENT IN THE CONTEXT OF GLOBALIZATION
1 - The Importance of a University
At this stage of civilization, the University should not isolate itself at the base of knowledge exposition, since its purpose, to go far in terms of credibility, must engage a permanent dynamic of cooperation with society, its changes and transformations. The resourcefulness of knowledge must be available to the improvement of people's quality of life in the interactions within their families and their communities.
The University should work then, as a body of studies and surveys of the State itself, having the duty to monitor the public measures and analyze the country's development in a broad perspective, presenting formulas to support government decisions geared towards its structural growth, with social justice and creation of opportunities for the population.
2 - The University and the Millennium Development Goals of the United Nations
The establishment of the UN World University of Security and Social Development will certainly be a remarkable example of the guidelines expressed in three important documents:
a) Report of the Millennium Summit, organized by the Secretariat of the United
Nations in New York from September 6 to 8, 2000;
b) The Millennium Declaration, Resolution 55/2, adopted by the General Assembly of the United Nations, September 8, 2000;
c) Global Plan for the Millennium Development Goals established by UN Secretary General on June 7, 2002.
In their essence, these three documents outline the goals to be achieved by 2015 so as to measure and guide the progress in social, economic and environmental conditions, in light of shared commitments by governments to overcome the rate of problems and risks that affect billions of people around the planet.
It should be noted that the UN Economic and Social Council (ECOSOC) has been proposing to the Member Countries the adoption of best practices under the umbrella of alternative movements in science and techological innovation, so as to give support to the Millennium Development Goals. Among these practices, it is relevant the appeal to the prevention and control of various forms of crime, conflict and violence. The appropriate methods for the effective operationalization of this objective presupposes the need for the establishment of qualified academic assistance, inserted in national and international human rights agendas, disseminating knowledge to the collective construction of management that will respond concretely to the challenges of sustainable development, according to the conditions and possibilities of the society in each region.
3 - A Brief History of the Project for the Establishment of the UN University of Security and Social Development.
At the opening of the Bellagio Forum, on April 4, 2011, the Chief Justice of the Supreme Federal Court of Brazil, Cezar Peluso, reported that the idea of creating a Public Security University, linked to the United Nations, was born when the illustrious Brazilian Professor Edmundo Oliveira presented him with this innovative suggestion. The proposal was immediately included in Cezar Peluso's inaugural speech as Chief Justice of the Supreme Federal Court of Brazil, on April 23, 2010.
This happened during the deliberations of the Latin American Permanent Committee for the Review of UN Standard Minimum Rules for the Treatment of Prisoners, whose president was Chief Justice Cezar Peluso. The project prepared by the Latin American Permanent Committee was adopted at the XII United Nations Congress on Crime Prevention and Criminal Justice, held in Salvador, Bahia, Brazil, from April 12 to 19, 2010.
The proposal for the creation of the University, launched by Chief Justice Cezar Peluso began to attract worldwide attention precisely because it gave substance to the promise of auspicious initiatives, involving the multiple values of human relationship, which should be supported by the breadth of security and the desirable social development.
Among the many voices of support for the project creating the University, the manifestations of the following experts stand out:

4 - The Bellagio Forum Merit
The Bellagio Forum, April 4 to 8, 2011, had the merit of being the first international meeting to settle the routes to be followed for the effective creation of the UN World University of Security and Social Development. In this line, the participants of the event were devoted to the examination guidelines pertaining to action planning, implementation strategies and recommendation rules for the monitoring of productive as well as articulated investments.
Undoubtedly, this will be a University able to strengthen the bonds of harmony among people, in light of the longing for a healthier globalization, thus illuminating a more dignified future for humanity.

BELLAGIO DECLARATION
The participants in the Bellagio Forum assembled at the Rockefeller Foundation’s Bellagio Center on the 7th of April 2011, taking into account the conclusions flowing from the presentations and debates that took place during the Bellagio Forum, approve and sign the following DECLARATION:
I. The creation of a University as a center for academic excellence and scientific analysis is essential for the advancement of security and social development policies as well as for the effectiveness of interventions for the prevention and control of various forms of crime, conflicts and violence in the current global context.
II. The complete Proceedings of the Bellagio Forum, including the papers presented, a summary of the debates, and the conclusions, will be published including the following items:
1. The basic elements of the concept of security, in the context of social development, to protect human rights and the improvement of related institutions;
2. Strategic proposals for the activities of the University;
3. Guidelines for cooperation, exchange of information, and fund raising related to the teaching, training and research to be carried out by the University.
III. The participants in the Bellagio Forum express their support for the proposal to establish the central seat of the University in Brazil, taking into account that this proposal constitutes a program of the Government of Brazil, within the terms of the Conventions, Standards and Norms approved by the United Nations.
IV. The establishment of the World University of Security and Social Development of the United Nations is part of the fulfillment of the Millennium Development Goals that the Member States of the United Nations are committed to achieve by 2015.
V. The Bellagio Forum suggests understandings leading to holding a Second Forum in Rio de Janeiro as a contribution to further developing and perfecting the University Project that will be forwarded by the Government of Brazil to the United Nations.
VI. The participants in the Bellagio Forum, forming an International Group of Experts in the subject matter, place themselves at the disposal of the Government of Brazil to provide technical and scientific support in the further elaboration of creating the World University of Security and Social Development of the United Nations.

A UNIVERSIDADE MUNDIAL DE SEGURANÇA E DESENVOLVIMENTO SOCIAL DAS NAÇÕES UNIDAS NO CONTEXTO DA GLOBALIZAÇÃO
1 - A Importância de uma Universidade
No atual estágio civilização, o significativo propósito de uma Universidade, para ir longe em termos de credibilidade, deve compreender uma permanente dinâmica de cooperação com as mudanças e transformações sociais, sem se acastelar na base da exposição do saber. A desenvoltura do conhecimento tem de estar à disposição do aprimoramento da qualidade de vida das pessoas, no convívio com a família e com a comunidade.
A Universidade deve funcionar, então, como órgão de estudos e pesquisas do próprio Estado, tendo o dever de acompanhar as medidas públicas e analisar o desenvolvimento do país, numa ampla perspectiva, com fórmulas capazes de subsidiar as decisões governamentais que contemplam a estrutura do crescimento com justiça social e geração de oportunidades para a população.
2 - A Universidade e as Metas de Desenvolvimento do Milênio das Nações Unidas
O estabelecimento da Universidade Mundial de Segurança e Desenvolvimento Social das Nações Unidas certamente terá a dimensão de notável exemplo às orientações expressas em três significativos documentos:
a) Relatório da Cúpula do Milênio, organizada pela Secretaria Geral das Nações Unidas, em Nova York, de 6 a 8 de setembro de 2000;
b) Declaração do Milênio, Resolução nº 55/2 adotada pela Assembléia Geral das Nações Unidas, em 8 de setembro de 2000;
c) Plano Global do Projeto de Desenvolvimento do Milênio, instituído em 7 de junho de 2002 pela Secretaria Geral das Nações Unidas.
Na essência desses três documentos estão traçadas as metas para serem alcançadas até 2015, a fim de medir e orientar o progresso nas condições sociais, econômicas e ambientais, a luz dos compromissos compartilhados pelos Governos para superar os índices de problemas e riscos que atingem bilhões de pessoas em todo o planeta.
Ressalte-se que o Conselho Econômico e Social das Nações Unidas (ECOSOC) vem reiterando aos Países Membros a adoção de melhores práticas, sob a égide de alternativas estratégicas de ciência, tecnologia e inovação, de modo a dar sustentação às Metas de Desenvolvimento do Milênio, entre os quais releva o apelo à prevenção e ao controle das várias formas de crimes, conflitos e violência. Os métodos apropriados para a eficácia desses instrumentos pressupõe a necessidade da formação de um qualificado ambiente de assistência acadêmica, inserido nas agendas nacionais e internacionais de direitos humanos, disseminando o conhecimento para a construção coletiva de ações e políticas que respondam, de fato, aos desafios do desenvolvimento sustentável, de acordo com as condições e potencialidades da sociedade, em cada região.
3 – Breve Histórico do Projeto de Criação da Universidade de Segurança e Desenvolvimento Social das Nações Unidas.
Na abertura do Forum de Bellagio, em 4 de abril de 2011, o Ministro Cezar Peluso, Presidente do Supremo Tribunal Federal do Brasil, registrou que a idéia de se criar uma Universidade de Segurança, vinculada às Nações Unidas, nasceu quando o ilustre Professor brasileiro Edmundo Oliveira lhe apresentou essa sugestão inovadora. Imediatamente o Ministro Cezar Peluso incorporou a proposta em seu Discurso de Posse, como Presidente do Supremo Tribunal Federal do Brasil, em 23 de abril de 2010.
Esse fato aconteceu durante os trabalhos do Comitê Permanente da América Latina para Revisão das Regras Mínimas da ONU para Tratamento dos Presos, do qual foi Presidente Ministro Cezar Peluso. O Projeto elaborado pelo Comitê Permanente da América Latina foi aprovado no XII Congresso das Nações Unidas sobre Prevenção do Crime e Justiça Penal realizado na cidade de Salvador, Bahia, Brasil, de 12 a 19 de abril de 2010.
A proposta da Universidade, lançada pelo Ministro Cezar Peluso, ganhou repercussão no mundo todo exatamente porque deu substância à promessa de promissoras iniciativas envolvendo os múltiplos valores do relacionamento humano que deve ser sustentado pela amplitude da segurança e o desejável desenvolvimento social.
Entre as inúmeras vozes de apoio ao projeto de criação da Universidade, destaque-se as manifestações dos seguintes Experts:

4 – O Mérito do Forum de Bellagio
O Forum de Bellagio, de 4 a 8 de abril de 2011, teve o mérito de ser a primeira reunião internacional para sedimentar os caminhos a serem percorridos para a efetiva criação da Universidade Mundial de Segurança e Desenvolvimento Social das Nações Unidas. O Forum de Bellagio indicou diretrizes concernentes ao planejamento de ações, implementação de estratégias e regras para o monitoramento de investimentos produtivos e bem articulados.
Sem dúvida, será uma Universidade apta a fortalecer os laços de harmonia entre os povos, em face dos anseios da globalização mais saudável, iluminando um futuro cada vez mais digno para o destino da humanidade.

DECLARAÇÃO DE BELLAGIO
Os Participantes do Forum de Bellagio, reunidos em Assembléia no Hockefeller Foundation Bellagio Center, em 7 de Abril de 2011, tendo em conta as conclusões decorrentes das apresentações e debates, realizados durante o Forum de Bellagio, firmam a presente DECLARAÇÃO:
Primeiro: A criação de uma Universidade, como centro de excelência acadêmica e de análise científica, é essencial para o progresso das políticas de segurança e desenvolvimento social, bem como para a eficácia dos instrumentos de prevenção e controle das varias formas de crime, conflitos e violência, no atual contexto global.
Segundo: O Relatório completo do Forum de Bellagio, incluindo as apresentações, debates e conclusões, será publicado mencionando os seguintes aspectos:
1. Elementos básicos do conceito de segurança, à luz do desenvolvimento social,
para a proteção dos direitos humanos e aprimoramento das instituições;

2. Sugestões de estratégias para as atividades da Universidade;
3. Diretrizes para a cooperação, troca de informações e obtenção de fundos para as

Terceiro: Os participantes do Forum de Bellagio manifestam integral apoio à proposta de estabelecer no Brasil a sede central da Universidade, considerando que esta proposição constitui programa do Governo do Brasil, nos termos das Convenções, Princípios e Normas aprovadas pelas Nações Unidas.
Quarto: A criação da Universidade Mundial de Segurança e Desenvolvimento Social das Nações Unidas se insere nas Metas de Desenvolvimento do Milênio que os Países Membros das Nações Unidas se comprometem a atingir até 2015.
Quinto: A Coordenação do Forum de Bellagio sugere entendimentos tendentes à realização de um Segundo Forum, no Rio de Janeiro, como contribuição ao aperfeiçoamento do Projeto da Universidade que será encaminhado pelo Governo do Brasil à Organização das Nações Unidas.
Sexto: Os Participantes do Forum de Bellagio, constituindo um Grupo Internacional de Experts na matéria, colocam-se à disposição do Governo do Brasil para dar surporte técnico e científico ao processo de elaboração para a criação da Universidade Mundial de Segurança e Desenvolvimento Social das Nações Unidas.
